Indian student enrolments abroad: what the data means for 2026

There is no single figure that measures every Indian student abroad, every new departure and every new university enrolment. A reliable 2026 decision starts by checking which population, period and definition a published number actually describes.

The official baseline has a date

The Ministry of External Affairs Students Registration Portal page estimates nearly 1.25 million Indian students pursuing higher education abroad as of January 2025. It is an estimate of students pursuing higher education, not a count of everyone who began studying overseas in 2025 or 2026.

The earlier article's headline assertion of a universal 15% fall is not retained because it did not establish a sufficiently comparable official series. Likewise, a figure combining school pupils with university students must not be presented as the size of the overseas university population.

Our interpretation: use a clearly dated, defined estimate rather than a larger but differently defined headline. A website's recent update date does not automatically make its underlying data a 2026 statistic.

Four measures that answer four different questions

• Student stock: the number studying or counted as students at a particular point or during an academic year. Existing cohorts contribute to the total.
• New enrolments: students entering an institution or system for the first time, as defined by that dataset.
• Visas and permits: immigration decisions, which may include extensions, different education levels or permissions not yet used for travel.
• Departures for education: recorded travel with study as the stated purpose. This is not automatically a count of unique newly enrolled degree students.

Do not subtract a visa total from a student stock or compare an annual departure series with a January snapshot. Even country totals can use different reporting dates and categories.

The USA shows why totals and new intake can move differently

Open Doors 2025 recorded 363,019 Indian students in the USA for 2024/25, up 10% from the previous year. This includes OPT participants. At the same time, new international enrolments from all origins fell 7%.

The later Fall 2025 Snapshot reported a 17% decline in new international enrolments at responding institutions for 2025/26. It surveyed more than 825 institutions rather than the full Open Doors population and did not establish that Indian enrolments nationwide fell 17%.

These findings are not contradictory. Cohort size, students continuing their courses and participation in practical training can affect a total even when fewer new students enter.

Canada's 2026 permit target is not an enrolment forecast

IRCC expects up to 408,000 permits in 2026: 155,000 for newly arriving students and 253,000 extensions for current and returning students. These are issuance targets, not actual university enrolments or an India specific allocation.

The same announcement exempts master's and doctoral students at public designated learning institutions from PAL/TAL requirements from 1 January 2026. That creates a meaningful distinction between applicant groups, but it does not remove the study permit requirement or guarantee an outcome.

What trends are relevant to your own application?

The evidence supports closer attention to entry routes, financing and programme suitability. It does not justify assuming every destination is shrinking or that a lower national total makes admission easy.

• Intake pressure: ask whether your department has changed its intake, funding or deadlines; national headlines cannot answer that.
• Financing: distinguish the visa funding threshold from a realistic annual budget and the cost of the entire degree.
• Degree level: undergraduate, taught master's, MBA and research programmes can face different admissions and funding conditions.
• Work options: verify the rule that will apply to your qualification and likely graduation date, not only the current rule for today's graduates.

A checklist for evaluating any new student mobility claim

1. Find the original release rather than relying only on a headline.
2. Write down its publication date and the period its data covers.
3. Identify whether it counts higher education, school education, visas, travel or practical training.
4. Check whether it is a national census, estimate, administrative series or institutional survey.
5. Check the denominator behind each percentage and whether the comparison uses the same definition.
6. Separate a measured result from a policy target or prediction.
